1️⃣ OKX and NYSE Owner ICE File for a 24/7 Tokenized Market for 63 US Stocks OKXICE, the joint venture between OKX and NYSE owner Intercontinental Exchange, filed with the SEC on October 4 to run 24/7 trading of tokenized US stocks including Nvidia, Tesla, Apple and Microsoft. Each token is backed one-to-one by a share held at a registered broker-dealer, carries dividend and voting rights, and trades against USDC, USDT or USDG on OKX's XLayer network under the SEC's Innovation Exemption. A day later, OKX raised fresh funding from Circle, Ripple and Standard Chartered's SC Ventures at a $25 billion valuation as it evolves "into a broader global financial technology platform," said CEO Star Xu. 2️⃣ US Treasury Withdraws Its Self-Custody Wallet and Crypto Mixer Rules FinCEN, the Treasury's financial crimes bureau, withdrew two long-pending crypto proposals on October 5, saying it "will take no further action" on its 2020 self-custody wallet rule. That rule would have required banks and money services businesses to record self-custody wallet transactions above $3,000 and report those above $10,000. FinCEN also dropped its 2023 plan to label international crypto mixing a "primary money laundering concern," after commenters warned the definition could chill legitimate activity. Decrypt

3️⃣ CFTC Opens a Federal Pathway for Leveraged Retail Crypto Trading The CFTC launched rulemaking on October 5 for leveraged retail crypto trading, issuing an advance notice for Regulation CTX and planning a new "crypto asset market" category of registered exchange. "These rules would codify a pathway for crypto asset exchanges to operate under uniform national oversight by the CFTC," said Chair Michael Selig. Ordinary spot exchanges stay outside the scope, and unlike the stalled Clarity Act, the proposal would not force crypto assets onto CFTC-registered venues. Cointelegraph

4️⃣ Thailand Approves Locally Listed Bitcoin and Ether ETFs, Effective October 16 Thailand's Securities and Exchange Commission issued rules on October 8 allowing local asset managers to list crypto ETFs on the Stock Exchange of Thailand, starting with bitcoin and ether. Funds must use SEC-licensed custodians and keep average net exposure of at least 80% of net asset value to the underlying asset. Thai mutual and private funds, which until now could only buy foreign crypto ETFs, can invest in the local products once the rules take effect on October 16. The first goal is a pilot proposal for a stablecoin pegged to the Kazakhstani tenge, while a separate tokenization pilot in Alatau could run on Tether's Hadron platform. The deal builds on Kazakhstan's wider crypto push, including a tenge stablecoin sandbox pilot launched in 2025 and a national crypto reserve officials put at $700 million. CoinDesk
